A high-ranking delegation from the International Labor Organization is in Rangoon to hold talks with the ruling military junta about the use of forced labor in Burma.
It is uncertain whether the delegation will meet face-to-face with the regime's leader, General Than Shwe.
The ILO recommended sanctions against Burma in 2000 because of its poor record on forced labor.
It reversed its stance in 2003 after reaching agreement with the regime on a plan of action to eliminate forced labor.
However, the ILO says Burma has failed to make much progress in recent months, despite a recent Burmese court decision to give prison sentences to four local officials after they forced villagers to work on a road project.
